Most likely it should. Maybe the upside down shoe is supposed to coincide with the scales hanging from just under the apex of the roof to symbolize that justice doesn't require luck but only equality.
Then again i've heard of 'Luck Bandits' who sneak onto peoples front porches at night and flip horse shoes over and drain all the home owners luck into Karma-Bags! Maybe it was them!
